Wikipedia

Overscan

Overscan is a behaviour in certain television sets, in which part of the input picture is cut off by the visible bounds of the screen. It exists because cathode-ray tube (CRT) television sets from the 1930s to the early 2000s were highly variable in how the video image was positioned within the borders of the screen. It then became common practice to have video signals with black edges around the picture, which the television was meant to discard in this way.

2. The set lacks an aspect ratio that provides for zero overscan, which would be a bigger issue if it were a 1080p resolution panel, but really isn‘t a big deal the panel has only a 720p resolution.
3. The best resolution the video card allowed was 1,280x768, which is short of the set‘s native resolution, and there was enough overscan that important areas of the screen, including the Windows taskbar, were obscured.

5. PC: With analog PC sources connected via the VGA input, the Sony performed very well, resolving every pixel of a 1'20x1080 signal with no overscan and delivering crisp text, although we did see a bit of edge enhancement, even in the special "Text" TV preset, that we couldn‘t eliminate.
